MOUNTAIN STATES EVENTING ASSOCIATION
CENTRAL COLORADO CHAPTER Constitution
Revised and approved November 2002
PURPOSE: To improve communication among horse people, to promote knowledge and enthusiasm for dressage and combined training, and to encourage the rider and the organizer in sporting events for the horse.
Article 1. The name of this organization shall be Mountain States Eventing Association, Central
Colorado Chapter.
Article 2. A quorum for the conduct of business at meetings shall consist of one-third of the
members. A simple majority of the membership shall be required for the election of
officers. Mail ballots will be sent to each voting member.
Article 3. The Executive Committee shall consist of officers--president, vice-president, secretary,
treasurer and delegate--and Committee chairpersons appointed by the president. The
Executive Committee shall establish policies and coordinate club activities and shall hold
meetings as deemed necessary. Officers shall be elected annually and take office Dec. 1.
Article 4. Amendments to this Constitution shall be made by two-thirds vote of the membership.
Votes by mail are acceptable. The amendment must be presented in writing at one meeting
and in one newsletter and be read at two previous meetings held prior to the vote on the
amendment.
Article 5. MSEA-CCC shall have the right to adopt any by-laws it shall deem
necessary to its proper functioning within the MSEA By-Laws
Section 1. Members
B. Any person who has paid dues at the approved rate shall be considered a member of MSEA-CCC.
C. An individual member is 18 years and over.
D. A Junior member is any member under 18 years on January 1st.
Section 2. Membership
E. Individual membership shall be available to any individual 18 years and over and entitles that member
to a full vote.
F. Junior membership shall be available to any individual under 18 years of age on January 1st and
entitles that member to one full vote.
G. Family membership shall be available to two or more family members of the same family and entitles
that membership to one vote.
H. Subscribing membership shall be available to any individual and entitles that member to all mailings
but no vote.
I. All membership dues shall be determined by a majority vote of the Executive Committee.
Section 3. Meetings
J. Regular meetings shall be held monthly if possible, at the discretion of the Executive Committee.
K. Special meetings may be called by a quorum of the members or by the Executive Committee. Time
and place will be announced by mail to all members at least seven (7) days in advance.
L. Any business not covered by this Constitution shall be governed by Roberts Rules of Order.
Section 4. Duties of Elected Officers
A. The President shall:
1. Preside at all official club meetings and functions.
2. Break ties in a vote of the Executive Committee.
3. Appoint Committee chairpersons.
4. Serve on the Board of Directors of MSEA, Inc. concurrently with her/his terms of office.
M. The Vice-President shall:
1. Assist the president in the performance of duties and act for her/him in the president’s absence.
2. Serve on the Board of Directors of MSEA, Inc. concurrently with her/his term of office.
C. The Secretary shall:
N. Handle and keep records of all transactions, business and correspondence.
O. Keep minutes of the meetings.
D. The Treasurer shall:
P. Collect all dues and other monies and act as custodian thereof.
Q. Pay all bills authorized by the Executive Committee.
R. Keep a complete record of all financial business.
S. Maintain an active file of all members’ addresses.
E. The Delegate shall:
T. Act as liaison for the club.
U. Serve on the Board of Directors of MSEA, Inc. concurrently with her/his term of office.
Section 5. Duties of Appointed chairpersons.
A. The Program Chairperson shall arrange meeting places, entertainment or refreshments
as directed by the club.
B. The Special Events Chairperson shall recruit members as directed by the club.
V. The Membership Chairperson shall recruit members as directed by the club.
W. The Ways and Means Chairperson shall work with other committees to raise funds as directed by the
club.
Section 6. Liquidation
Should the club be divested, all sums remaining after debts are paid are to be donated to the
United States Equestrian Team, MSEA or another tax-exempt organization.
